Al entrar en el nuevo milenio muchos economistas celebran la aparente victoria del mercado. El prolongado y estable auge de la economía norteamericana durante los años noventa, contrasta con el lento crecimiento de la economía y la creación de empleos en Europa. Encontramos al moderno doctor Pangloss proclamando que éste es el mejor de todos los mundos posibles. Se dice que todo estará bien, siempre y cuando los gobiernos otorguen a los mercados un reinado libre y permitan que los empresarios prosperen. La Escuela de la Regulación reta este erróneo consenso y ha construido un marco de referencia conceptual y teórico para analizar el prolongado proceso de cambio estructural dentro del capitalismo; su agenda de investigación brinda entendimiento a las restricciones y contradicciones que tienen influencia en las sociedades contemporáneas y en las relaciones internacionales. Consigna la diversidad de trayectorias seguidas por Estados Unidos, los países de Europa y Japón durante los años noventa, y los inciertos prospectos con relación al sistema financiero global.

As we enter the new millennium, many economists celebrate the apparent victory of the market. The long and steady boom of the American economy during the 1990s is contrasted with sluggish European economic growth and job creation. We find the modern Dr. Pangloss, proclaiming that this is the best of all possible worlds. All will be well, it is said, as long as governments give markets free reign and let entrepreneurs prosper. The regulation school challenges this erroneous consensus and has built a conceptual and theoretical framework to analyse the long run process of structural change within capitalism; the regulation research agenda is to provide some understanding of the strains and contradictions that permeate contemporary societies and international relations. Also addressed is the diversity of trajectories followed by the United States, European countries and Japan during the 1990s, and the uncertain prospects concerning the global financial system.
