El autor se propone tres objetivos. En primer lugar, y partiendo de una muy esquemática periodización, ofrece un apretado resumen del conflictivo funcionamiento entre Estado y mercado a partir de la segunda posguerra. Este cuadro general le servirá, en segundo término, para analizar brevemente el derrotero de las tres primeras administraciones democráticas, la de Raúl Alfonsín (1983-1989) y las de Carlos Menem (1989-1995 y 1995-1999). Finalmente, y sobre ese trasfondo, argumentará que uno de los problemas centrales en la Argentina de los últimos años, iniciado en la segunda etapa del gobierno menemista, y peligrosamente agravado durante la nueva administración de Fernando de la Rúa (diciembre ‘99), ha estado en la incapacidad para generar un eje de conducción política homogéneo.

The author undertakes three objectives. First, and starting from a very schematic periodicity, he offers a concise review of the conflictive operations between the State and the market from the aftermath of World War II. This wide picture will then serve him, in a second step, to briefly study the evolution of the first three democratic Administrations: one under Raul Alfonsin (1983-1989) and two under Carlos Menem (1989-1995 and 1995-1999); and assert, using them as a backdrop, that one of the core issues in Argentina for the last few years, which started in the second term of the Menem presidency and grew dangerously worse in the recent administration of Fernando de la Rua (December ’99 -), has been the inability to generate a consistent political guidance axis.
