México, Brasil y Argentina experimentaron a partir de los años treinta y hasta principios de los ochenta procesos de crecimiento económico por momentos significativo, fincado en la expansión del mercado interno. Veinticinco años después, con la crisis de la deuda y las diferentes políticas de ajuste adoptadas, tenemos la emergencia de una nueva América Latina en esta primera década. Sus estructuras productivas han evolucionado y, en consecuencia, se han diferenciado profundamente unas de otras. En este estudio el autor plantea que el crecimiento económico ha sido débil y ha excluido a una parte importante de la población de sus efectos benéficos; que la vulnerabilidad frente al exterior ha cambiado y se ha profundizado; y que la modernización ha sido efectiva en algunos países, pero insuficiente para responder a los desafíos del nuevo milenio.

MODERNIZATION AND NEW VULNERABILITIES
The cases of Argentina, Brazil, Mexico

Since the 1930’s and up to the beginning of the 1980’s, Mexico, Brazil and Argentina have experienced significant economic growth processes based on the expansion of the internal market. Twenty-five years later, through debt crisis and the adoption of different adjustment policies, during this first decade we have the resurgence of a new Latin America. Its productive structures have evolved and there has been profound differences among each other. The author argues that economic growth has been weak and has excluded an important part of the population from its beneficial effects; that the vulnerability to the outside world has changed and deepened; and that modernization has been effective in some countries, but not enough to answer to the challenges of the new millennium.
