La transferencia del Canal de Panamá

En el presente artículo se examinan las alternativas que tienen los panameños en relación con la futura administración del Canal de Panamá. Por un lado, la propuesta ideológica neoliberal somete la vía acuática a las ‘‘leyes’’ del mercado. Por el otro, los panameños pueden optar por cumplir con los objetivos históricos de convertir el Canal en el motor del desarrollo nacional. Para encontrar la mejor alternativa, esta ponencia examina los Tratados del Canal, sus implicaciones y cómo son abordados por las organizaciones panameñas. En segundo lugar, se pasa revista del periodo de transición que incluye la transferencia de la vía acuática, la eliminación de la jurisdicción norteamericana sobre la antigua Zona del Canal y la evacuación de las bases militares. Por último, se revisan las alternativas existentes en la actualidad para enfrentar los retos tecnológicos, económicos y políticos que representa el Canal.

This article examines the alternatives Panamanians have in connection with the future managemente of the Panama Canal. On the one hand, the neoliberal ideological proposal subjects the aquatic road to market ‘‘laws’’. On the other one, the Panamanians could opt to comply with their historical objectives of converting the Canal in the motor of their national development. In order to find which is a better option, this report examines the Canal Treaties, their implications and how they are approached by Panamanian organizations. In second place, it reviews the period of transition that includes the transfer of the aquatic road, the end of American jurisdiction over the old Canal Zone and the evacuation of military bases. Lastly, it reviews the present alternatives in order to face the technological, economic and politic challenges which the Canal represents.
