Dimensiones y tensiones del conflicto de desocupados en Argentina

Conocidos como “piqueteros”, los desocupados devinieron uno de los actores más novedosos y disrruptivos del escenario político-social argentino desde 1996. Este artículo parte de las condiciones que hicieron posible la constitución de un conjunto de organizaciones de desocupados en la Argentina de los ´90. Se hace una lectura acerca de las vertientes principales del movimiento piquetero, sobre las diferentes matrices político-ideológicas de las agrupaciones, la relación con el Estado y la institucionalización de los planes sociales. Examina también aquellos elementos comunes que constituyen el espacio piquetero: el relato acerca de una identidad piquetera y los repertorios comunes de acción. El texto concluye con un balance acerca de las actuales dificultades que atraviesa el movimiento.

Argentina’s unemployment issue, its scope and tensions

Back in 1976, the unemployed –later known as piqueteros– became one of the most innovative players on the Argentinean socio-political scene. This paper starts with a discussion of the conditions that made the organizations of unemployed possible in Argentina in the 90s. In the first section, we provide an interpretation of the mainstream piquetero movement; then a review of the different political and ideological trends followed by these groups; and finally our view of their relationship with the State and the institutionalization of social service programs. In the second section we analyze the common elements that make up the piqueteros’ space, on one hand the evolution of the piquetero identity and on the other its repertory of common actions. Finally, we assess the current difficulties faced by the movement.
